Advocate Neamatullah was born on 12/09/1937 in a noble Muslim family of Shikarpur village of Sholanan Union under Burichong Thana of Cumilla District. He is the youngest son of late Kamar Uddin. He passed 1st division in matric examination from Burichong Adarsho High School in 1954. In 1956 he passed I.A. from Victoria College Cumilla with 1st division and in 1958 he passed B.A. from the same college. Also received survey training from East Pakistan Survey Institute in 1959-1960. He passed L.L.B from Dhaka University in 1962. He was a member of the district central committee of Cumilla district Muslim League from 1964. He was a member of P.D.M in 1969-1970. He was a member of District Committee of Cumilla District Democrats League from 1980s. He was licensed by the Bangladesh Bar Council on 08/01/1963 and joined the Cumilla District Bar Association on 07/03/1963. Advocate Neamatullah was appointed member of High Court Division of Bangladesh Supreme Court on 26/05/1982 and joined Bangladesh Supreme Court Bar Association on 09/03/1992. In the year 1982-1983, he served as the Vice President of the Cumilla District Bar Association and in the 1997-1998 session, he was elected as the president of the Cumilla District Bar Association and served successfully. In 1997-1998, he served as the Government Advocate (Government Pleader – GP) of Cumilla District. He worked as a legal advisor to Bakhrabad Gas Systems, Cumilla Cooperative Society and Agrani Bank for a long time.
He was one of the senior advocates of the Cumilla court. He was felicitated by the Cumilla District Bar Association in 2014 for his 57 years of service in the Cumilla Court. He was one of the longest serving taxpayers in Bangladesh and was selected as one of the sixth regular taxpayers of Chittagong Division by the National Board of Revenue (NBR) of the Government of Bangladesh. He was selected as CIP (Commercially Important Person) by NBR in 2008 for his 47 years of continuous contribution to the national economy.
He spent 58 long years in the legal profession with great honor. He was a unique pioneer as a civil lawyer. The publication festival of the book “Ayeen-Adalat” published on his experience in the legal profession was held in the month of October 2019 at the auditorium of the Cumilla District Lawyers’ Association. At least 30 junior advocates worked during his lifetime. One of them is former (2020) Chief Justice Syed Mahmud Hossain, Supreme Court of Bangladesh, Honorable Former MP Advocate Abdul Matin Khosru of Cumilla-2 Constituency, GP Tapan Bihari Nag of Cumilla Bar, AGP Shahida Sultana, former President of Cumilla Bar and many others. One of the sensational cases he won was the 1998 Cumilla constituency vote recount writ against the then Govt.
He was a renowned social worker and was involved in social activities throughout his life. He established social service complex in his village Shikarpur. Which includes Shikarpur Neamat Government Primary School (1986), Shikarpur Wazediya Forkaniya Madrasa (1988), Shikarpur Baitul Aman Jame Masjid (1989), Government Shikarpur Community Clinic (2004) on own land, Social Forestry with more than 300 trees, Cemetery, Vast Lake Innumerable developmental works including digging fish farming system and construction of roads. He was elected and served as the Vice President of Anjuman Mofidul Islam Foundation Cumilla Branch. He and his wife performed Hajj in 1997 and 2012.
Former President of Cumilla District Bar Association, Mr. Alhaj Advocate Neamat Ullah breathed his last at the age of 84 at the age of 84 at the age of 84 due to liver cancer and multi-organ failure at 7.30 am in the ICU of Moon Hospital, Cumilla on 26th August 2020. Inna Lillahi Wa Inna Ilaihi Rajiun. At the time of his death, he left behind a wife, 5 daughters, 2 sons and many other well-wishers. Funeral prayers of the deceased were held on 26 August 2020 at 12 noon at Cumilla District Bar Association premises, after Dhuhr prayer at Cumilla Collectorate Jame Masjid, and after Asr at Shikarpur Baitul Aman Jame Masjid premises established by him and then buried in the family graveyard next to the mosque.
